Ododo Commends Plan International for Supporting Kogi’s Anticipatory Action Framework

Governor Usman Ahmed Ododo of Kogi State has lauded Plan International for its support in developing an Anticipatory Action Framework aimed at strengthening disaster risk reduction and emergency preparedness across the state.

The governor, represented by the Executive Secretary of the Kogi State Emergency Management Agency (KOSEMA), Alhaji Mouktar Atimah, gave the commendation during the ongoing workshop on the development of the framework, describing the initiative as a significant step toward enhancing proactive disaster management.

According to him, the Anticipatory Action Framework provides a strategic approach that enables governments, humanitarian organisations and communities to take preventive measures before disasters occur, thereby reducing risks and mitigating the impact of emergencies on vulnerable populations.

Atimah noted that the framework would improve community resilience by strengthening the capacity of residents to anticipate, prepare for and respond effectively to disasters. He stressed that equipping at-risk communities with the necessary knowledge, resources and support mechanisms before emergencies occur remains essential to protecting lives and livelihoods.

He further stated that Plan International’s intervention would complement the Kogi State Government’s ongoing efforts to address the increasing threats posed by natural and human-induced disasters. He identified recurring challenges such as flooding, windstorms, communal conflicts, disease outbreaks and other hazards as major risks affecting residents, particularly children, women, girls and other vulnerable groups.

In his welcome address, the Global Representative of Plan International, Mr. Saroj Dash, highlighted the importance of Anticipatory Action as a critical strategy for reducing disaster risks and safeguarding vulnerable communities.

Dash explained that the framework is designed to ensure that early warning information is translated into timely action, enabling relevant stakeholders to intervene before hazards escalate into full-scale disasters. He also emphasised the need for stronger collaboration among governments, humanitarian partners, technical institutions and local communities to establish sustainable anticipatory action systems.

Reaffirming the state government’s commitment to disaster preparedness, Atimah said the administration of Governor Ododo would continue to strengthen risk reduction and humanitarian response mechanisms through strategic partnerships with development and humanitarian organisations.

The Kogi State delegation participating in the framework development process is led by KOSEMA and comprises technical experts from the Ministry of Health, Ministry of Environment, and the Ministry of Humanitarian Affairs and Poverty Alleviation. The delegation is contributing technical expertise towards the development of a comprehensive framework aimed at promoting early action, protecting vulnerable populations and enhancing community resilience.

The week-long workshop, taking place at Bolton White Hotels and Apartments from June 7 to June 13, 2026, has brought together key stakeholders, humanitarian actors, government representatives and technical experts from across the country to deliberate on strategies for strengthening disaster preparedness, early warning systems and anticipatory action mechanisms.

Participants are expected to provide technical inputs and share experiences that will contribute to the development of a robust framework for disaster risk reduction, early intervention and resilience building.

When completed, the Anticipatory Action Framework is expected to provide a structured mechanism for early warning, preparedness and pre-disaster interventions, ultimately reducing the humanitarian and economic impacts of disasters while improving the resilience of vulnerable communities across Kogi State.
